The Public Sector’s SaaS Revolution: Decentralizing IT for Speed, Security, and Savings

Inspired by the Indiana Department of Transportation, this analysis addresses the critical limitations of traditional, centralized public sector IT. For decades, monolithic infrastructures, large server farms, and custom applications have driven unsustainable costs and slowed agency agility, failing to keep pace with modern technological evolution. This paper argues for a necessary paradigm shift: exploring how Software as a Service (SaaS) enables intelligent decentralization, redefines the central IT function, and unlocks unprecedented innovation and efficiency for government agencies worldwide.
