Consolidating Ukraine’s Recovery Architecture

This OECD policy paper examines how Ukraine’s recovery and reconstruction architecture is functioning and where it needs to improve. As Ukraine continues to respond to the damage caused by Russia’s full-scale invasion, the report analyzes national governance, public investment management, subnational capacity, and foreign partner coordination. It finds that while a broad recovery architecture is in place, fragmentation, coordination gaps, and severe human-capacity constraints continue to limit implementation. The paper offers actionable recommendations to strengthen whole-of-government coordination, improve donor alignment, enhance aid tracking, and support more effective, place-based recovery and reconstruction outcomes across Ukraine.
